The short answer

The detail, feature by feature
BIOS
This is the lever Cortex does not offer, and it is often the biggest one on the machine. A PC whose memory profile was never enabled runs well below what its RAM can do, and no software working at process level can change that. Our scan is free: you see what is switched off without paying.
Graphics driver panel
Cortex works on how the image looks. FPSDoctor goes into the driver panel itself: vertical sync, maximum performance power mode, shader cache, filtering. Every value is read and saved before being changed, so rolling back restores the exact previous state, not a default one.
FPS measurement
Both show your FPS. FPSDoctor keeps them: every session leaves its average and its 1% lows, those brief drops that lose you a duel and that an average always hides. That is what lets you compare before and after on your own machine instead of trusting a promise.
Game mode
Both free up memory and CPU when the game starts, and both put everything back afterwards. FPSDoctor drops launchers to low priority instead of closing them: a game that needs its launcher to run should not find itself without one.
French
Razer is an established company with a French site and French support. So is FPSDoctor, software included. Neither has an advantage to take here.
Price
Razer Cortex has no paid version. FPSDoctor does not ask for one to get started either: the free version opens thirteen optimizations and the full scan, with no ads and no time limit. Paying opens the thirty-three advanced optimizations, the BIOS assistant, the game mode and the Doc.
Hardware settings
Razer commits in writing to leaving your hardware settings alone. FPSDoctor does the opposite on purpose: that is where the FPS live that no process cleanup can recover. Every value is saved before being changed, and one button restores the exact previous state.
In-game settings
Booster Prime adjusts graphics settings for you, with a button to put everything back. FPSDoctor never writes into a game's configuration files: it tells you which settings are expensive on that engine, and you decide. That is a deliberate choice, because a preset that gets it wrong is paid for in image quality.
